Interest and purpose of the training

The aim of this training workshop is to provide local development stakeholders with a common reference framework for planning at commune and rural community level.

More specifically, this seminar aims to provide participants with basic tools, principles and techniques for:

• Determining the methodology for drawing up a local development plan and a plan outline.
• Identify the different stages in the preparation, content, costs and timeframe of a local development plan.
• Set out the timetable for completing and implementing the local plan, in line with sectoral and cross-sectoral plans.
• Establish the indicators, catalysts and bottlenecks that could have an influence on project implementation.
• Integrate cross-cutting issues (gender, education, water, health, climate change, early childhood, environment, etc.) at all stages of the local participatory planning process.
• Develop a monitoring and evaluation system to improve the effectiveness of the plan.
